Welcome & Introductions-Assistant Superintendent for Curriculum & Instruction Celeste Sanchez provided a welcome on behalf of Superintendent Antonio G. Limón who was unable to attend the meeting. The meetings will be held on the second Thursday of every
month at 3 p.m. at the John F. Barron Administration Building. An evening meeting is held once a year to allow the public an opportunity to attend and hear a report on the district related to student achievement, expenditures, dropout and college rates.

Committee members reviewed Board Policies BQA Legal & BQA Local. The policy outlines information related to the Superintendent’s Advisory Council, duties, meetings and committee composition.
Presentation of 2006-07 Budget/FIRST Rating
Business Manager Emma McCall discussed the Financial Integrity Rating System of Texas and announced that the district earned a “superior” rating–the highest rating awarded. McCall also presented a brief report related to the 2007-08 budget.
The estimated general revenue for the year ending Aug. 31, 2008 is $86,140,047. Three major sources of revenue-federal (8.8%), state (80.0%), and local (11.2 %) monies-will finance proposed expenditures. The district will also receive grant monies (“Special Revenue”) totaling over $15 million this year. The district has approximately $9.9 million in the fund balance.
Texas Educator Excellence Grant
Two schools-San Benito Veterans Memorial Academy and Berta Cabaza Middle School-presented their proposals for the Texas Educator Excellence Grant. The schools received monetary awards based on gains in student performance. Proposals on the distribution methods were presented by both Principals William Snavely and Elaine Sandell.
Curriculum & Instruction Initiatives 2007-08:
Celeste Sanchez informed committee members about several initiatives for the school year. She told committee members that campuses have been teamed into clusters, comprised of either two or three schools. Sanchez also discussed the C-Scope curriculum, which is a collaborative effort amongst the 13 service centers. A total of 252 school districts pulled money together. The district aligned the k-12 curriculum and teachers are able to access lesson plans and follow scope and sequence. She informed the committee members about a technology grant for classrooms in grades 9-12.
Open Forum
- Concerns related to issuance of laptops and training requirements were voiced.
- A inquiry was made into the teacher reimbursement monies. This program is not in effect this year.
- Concerns were raised over pricing changes implemented by the district’s Child Nutrition Program. CNP Director Jana Landrum was unable to attend the meeting, however, committee members were told she would be asked to address this concern at the next SAC meeting.
- Questions were raised about learning centers.
- Questions regarding C-scope reading assessment Reading First assessments were raised.
- A suggestion was made to make forms for trips, permission slips, absences, etc. available on line.
- An inquiry was made as to whether paychecks can be issued twice a month instead of once a month.
- A suggestion was made to offer assistance for non-English speakers who are employed with the district to learn the English language.
- A question was raised regarding paperwork load reduction for counselors so they can spend more time counseling students.
- The telephone wiring completion date by Integrity is set for Sept. 31.
- Questions related to textbook substitutes at Berta Cabaza were raised.
- In reference to the district’s employee clinic, a request was made that it be open one more evening.
- Regarding districtwide functions, a suggestion was made to combine several schools and have the program televised at those particular locations in order to avoid parking issues, feeding large amount of employees, etc.
