Public SAC Meeting Held
Members held a required public meeting on Thursday, Feb. 17 at 6 p.m. with the following items listed on the agenda: 2003-04 AEIS Report, 2005-06 Proposed Calendars and Open Forum. The meeting date and time were publicized on KSBG-TV 17 and in local newspapers, however, the meeting did not attract audience members from the community.

2003-04 AEIS Report Presented
Planner/Evaluator Ruben Franco presented the 2003-04 District Academic Excellence Indicator System Report. The AEIS Report, published annually by the Texas Education Agency, contains information on student performance at the campus and district level. The report also contains information related to campus performance objectives, student demographics, finances, staffing, and program expenditures.

Franco highlighted several areas of interest, including the district’s current accountability rating and areas related to salaries and staffing.

Referring to the district’s accountability rating, he indicated there has been confusion over the district loss of the “State Recognized” status. Stating that the district received an “Acceptable” Rating, Franco explained that the performance is based on last year’s scores and noted that the district was operating under a previous administration. He explained the tests are more difficult and that the Special Education population is also being tested. He said the test is new test and that there is an new accountability system in place, with more students being tested and more tests being administered.

In discussing the areas related to staffing, Franco indicated the report shows a proper balancing of staff and stated that the district is retaining more experienced teachers. He said the average pay for teachers in the district is $40,553, compared to the state’s average of $40,478. Franco said Texas ranks 30th in the nation in terms of salaries for teachers. The report states that the teacher’s average experience in the district is at 13.5 years, compared to the state’s 11.8 years. The district’s turnover rate is at 8.3 percent, while the state’s turnover rate is at 14.3 percent. Teachers with over 20 years of experience in the district is at 26.8 percent, compared to the state’s 20.9 percent.

Franco briefly touched on average salaries for Central Administration. He said that under Central Administration, the district’s 2003-04 salary is at $75,014 compared to the state’s $74,728. He explained that certain positions under the previous administration have not been filled, therefore, the district should experience a decrease in this area.

2005-06 Proposed School Calendars Reviewed

Committee members reviewed three calendars being proposed by members of the Calendar Sub- Committee, headed by Director of Elementary/Secondary Curriculum Mary Alice Martinez. The committee, comprised of elementary and secondary teachers, campus administrators and one parent, indicated they had met several times to try to come up with three proposals to present to employees.

The task proved difficult because the committee had to take the start date requirement of starting school no earlier than Aug. 21, testing dates and other factors into consideration. Staff members have cast their vote and the final tally will be presented to the Board of Trustees at the meeting scheduled for Tuesday, March 8. The school calendar receiving the majority of the votes by employees is expected to be adopted by the Board of Trustees.
