Superintendent’s Report

Superintendent’s Report

Superintendent of Schools Antonio G. Limón presented investment reports for the following periods: Sept. 1, 2008-Aug. 31, 2009 and June 1, 2009-August 31, 2009.

Jack Garcia, Afterschool Program director, conducted a presentation on the 21st Century grant.  Garcia said the program is considered to be one of the longest running program in Texas. He reported that the district received a five-year grant totaling $595,000 per year. 

He reported there are 10 sites where services are available, providing students with enrichment and academic activities.  At Dr. Raul Garza Jr. Elementary, daycare services are being offered for parents and school district employees’ children.  The maximum amount of children that the center can have is 65.

Trustees expressed concerns regarding the fact that the program is not being offered at all schools. One such campus is Ed Downs Elementary. Garcia reported that he has been working with Ed Downs Elementary Principal Theresa Servellon in an effort to provide a paid program. Under such program, parents would be required to pay a fee for services provided.

Assistant Superintendent for Curriculum & Instruction Celeste Sanchez noted that chess is offered districtwide. It was reported that stimulus money can be earmarked to provide limited activities/programming.

Public Comment

Kathy Dempsey, of the district’s Special Education Department, and a group of parents briefed trustees about a summer camp offered for autistic students.  The presenters praised the district’s trustees and administration for offering such program to students.  They expressed their gratitude and discussed the benefits that the students gained from participating in such program.

School Construction Report

Trustees heard a construction report from Construction Consultant Lisandro Ramon.  Ramon presented a progress report on the following campuses: Sullivan, Rangerville, Dr. C.M. Cash, Ed Downs, Landrum Elementary, San Benito High School, Frank Roberts and Fred Booth.  Ramon also discussed the two additional wings at San Benito Veterans Memorial Academy.  The additional wings will be constructed to accommodate the sophomore student population.  Ramon discussed the new elementary school and reported that the land for the school has been acquired (FM 732, four miles south of the expressway).  The school is set to open during the school year 2011-2012.

In other matters trustees approved...

  • The classroom wing addition at San Benito Veterans Memorial Academy;

  • A resolution approving annual review of the investment policy and investment strategies;

  • A resolution approving independent sources of instruction relating to investment responsibilities;

  • Appointing Business Manager Emma McCall as investment officer for the district;

  • Approved Business Manager Emma McCall as the election administrator for the Nov. 3 tax rollback election;

  • Appointing early voting clerk, deputy early voting clerk, presiding judges and other election workers for the Nov. 3 tax rollback election;

  • Compensation for services at polling places and extra compensation for delivery of election records and supplies for the Nov. 3 tax rate rollback election.

  • 2009-2010 budget amendments;

  • Budget Transfers;

  • Bilingual/English as a Second Language (ESL) Education Program guidelines;

  • Bilingual/ English as a Second Language (ESL) Education Programs for instructional materials;

  • Board Minutes;

  • Authorizing the superintendent to negotiate and enter into a Memo of Understanding with Cameron County in regards to JJAEP;

  • Professional Development Appraisal System teachers appraisers; and

  • Update policy DHE (Local).


  • Executive Session

    Trustees granted a one-year contract extension for Superintendent of Schools Antonio G. Limón.  Trustees also reviewed a report on personnel and heard a report on pending litigations..
